About me

I am a lawyer with more than 10 years of experience in the energy sector. I am familiar with energy law, regulation, electricity markets, and their functioning, and I am interested in and constantly following energy policy to understand and keep abreast of developments in the sector and keep my knowledge fresh and relevant.

During my career in the energy sector since 2014, I have acquired fairly comprehensive, broad, and unique experience that gives me a comprehensive and systematic understanding of the functioning of the electricity sector and the challenges or opportunities for its further development: my portfolio of experience includes work in public energy sector institutions, state-owned companies and private energy companies.

Thanks to these experiences, I can offer my clients a wide range of services in the energy field, from legislative, national, or EU law application and regulatory issues to day-to-day matters (contract drafting, review, compliance issues). In addition, I have real experience in areas closely related to energy: environmental law, construction law and contract law.
Although I specialise in electricity and renewable energy matters, I am also familiar with other energy issues.

Professional highlights

Improving the energy sector through legislation. As one of the co-authors, I made a significant contribution to preparing the legal framework for the electricity capacity assurance mechanism (relevant articles of the Law on Electricity of the Republic of Lithuania on Electricity and related sub-legislative acts) and to coordinating the legal framework with the interested institutions and market participants. I have also been actively involved in submitting legislative proposals to improve the regulation of connection to the electricity grid.

Implementation of EU law in the legal framework of the Republic of Lithuania. As the lead lawyer and project manager, I successfully coordinated the implementation of the EU electricity network codes in the legal framework of the Republic of Lithuania, ensuring continuous compliance with national legislation, submitting legislative proposals to national authorities, advising the members of the expert team on the implementation of the network codes and coordinating the related contracts (connection of electricity generators’ facilities, establishment of electricity and balancing markets, allocation of network capacity, etc.).

Development of renewable energy projects and other infrastructure projects. As a leading lawyer, I have worked in the ranks of an international renewable energy project developer, advised on legal compliance, been actively involved in the development of wind, solar, energy storage and hydrogen energy projects (with a total capacity of over 1 GW in Lithuania alone) and advised on all stages of the development of these projects: planning the sites required for development, assessing the environmental impact of the activities, securing grid capacity and permits for activities in the energy sector, negotiating with construction contractors or equipment suppliers, and completing the construction completion procedures.

I have also been involved in infrastructure projects that bring the Republic of Lithuania’s electricity system closer to connection and synchronisation with the Continental European grid.
