Our firm is acting for several wind power developers against the Latvian government, which passed a law reserving 10% of state forests for the state-owned Latvenergo to develop wind farms there. The state forests had not been available for any renewables development and the opening of market was viewed favourably by the industry as that significantly reduced the number of stakeholders involved in approving and coordinating the development. However, exclusivity for Latvenergo to pick and choose land plots closest to existing electricity transformers was viewed as a violation of equal access.
