We advised Edel Offshore Wind regarding opportunities to develop offshore wind farms in Estonia, including participating in the auctions for superficies licences in the Liivi 1 and Liivi 2 sea areas.
These were Estonia’s first auctions to initiate superficies licence processes. This licence is required to place electricity production installations on the seabed and to obtain ownership rights to these assets. The combined capacity of the planned offshore wind farms exceeds 2 GW.

We advised on the legal and regulatory framework for developing, constructing and operating offshore wind farms in Estonia. This encompassed grid connection, permits, and environmental impact assessment processes.
We also prepared the documents required for submission of auction applications, and advised on the applicable legal and financial commitments resulting from the licensing process.
