We advised Rail Baltic Estonia on preparing the base documents for a significant tender related to an alliance procurement consultancy contract.

Alliance procurement is a project delivery model that has successfully been adopted in Finland. In this model, the client, designer and builder share responsibilities and risks, work as a unified team, and always make decisions with the overall benefits to the project in mind. The goal is to achieve the best results in terms of quality, scheduling and cost efficiency. In Estonia, alliance procurements are still a new solution, but the Sorainen team has been at the forefront of introducing and drafting alliance contracts.

“Hopefully, this alliance contract will serve as an example and encourage bolder use of the alliance model in other projects carried out in Estonia,” comments Mirjam Vichmann, the senior associate leading the Sorainen team.

The future begins now

The total value of the international tender announced this week may exceed a billion euros and is divided into two parts. The first part includes the construction of the railway superstructure of the Ülemiste–Pärnu mainline and the design and substructure work on the Tootsi–Pärnu railway line. The second part covers the comprehensive design and construction of the Pärnu–Ikla railway line. The winner of the tenders will be announced in April next year.

Given its scale and a budget of over 6 billion EUR, Rail Baltica is a significant project even by European standards. The project employs modern technologies and solutions to create a safe and environmentally friendly railway connection linking Tallinn, Riga, Vilnius and Warsaw.

The construction works on the main line and the Ülemiste terminal will not only bring better connections with Europe but also new opportunities for local entrepreneurs. All the project partners – architects, engineers and builders – are working towards the goal of completing the Rail Baltica railway in its entirety by 2030, so it can serve both passengers and freight,” said Anvar Salomets, chairman of the board at Rail Baltic Estonia.

We will be assisting the client in preparing procurement documents (including procurement contracts) and advising the parties during the execution of construction contracts. We will advise on the preparation and conduct of procurement procedures and on implementing the alliance contracting model for the whole duration of the works.
