We analysed seafarers’ rights to social security and the obligations of the Estonian state in providing these guarantees, having been commissioned by the Ministry of Climate. The analysis was based on Estonian laws, European Union regulations and international law.

The issue is important, as countries compete strongly to attract ships to sail under their flag. Having a ship sailing under a particular country’s flag significantly benefits that country economically and allows for better control over the ship’s compliance with international safety and environmental standards. Taxation, including the extent of social security received by seafarers, is a major competitive factor.

As an important element of this work, we compared the existing provision with the systems of other European countries. Additionally, we compiled a comprehensive overview of the regulations in the countries under comparison.
