About me

I advise clients in public law matters, including administrative and constitutional law, construction and planning law, acquisition of real estate for public purposes, and nuclear law. I have extensive experience in advising domestic and international clients on large infrastructure and other development projects throughout the entire lifecycle of a building. For example, I have advised on national special planning and building permit procedures, construction and use permit procedures and related issues.

I have contributed to the legislative process in Estonia and foreign countries, advising on legislative projects for ministries and foreign partners. For example, I have conducted a review of the Building Act and the Planning Act, prepared a legal framework analysis for the establishment of a nuclear regulator, analysed the feasibility of implementing spatial quality criteria in Estonia, and conducted other analyses in the field of public law, including information law.

Professional highlights

Expert on planning and building law. Before joining Sorainen, I headed the construction and planning law codification working group at the Estonian Ministry of Justice. The group drafted Estonia’s new Construction and Planning Act plus an explanatory memorandum.

Elaborating data protection law. While working at the Estonian Ministry of Justice, I was one of the negotiators for the data protection reform package in Estonia, helping to form the country’s opinion in this matter for submission to the EU. During Estonia’s EU presidency, I dealt primarily with draft regulation on e-privacy.

Academic character. Lecturing on construction and planning law at the University of Tartu, I have trained judges, state authorities and local governments. In addition, I have published several articles on planning and building law issues.
