Updated guidance for measures to support the green transition
Adopted: 4 April 2023
The European Commission published the updated State aid guiding templates to assist Member States in designing measures, which will be included in their national Recovery and Resilience Plans, in line with EU State aid rules.

Amendment to the guidance on enforcement priorities
Adopted: 27 March 2023
European Commission has launched a Call for Evidence seeking feedback on the adoption of Guidelines on exclusionary abuses of dominance. In parallel, it has amended its 2008 Guidance on enforcement priorities concerning exclusionary abuses providing certain clarifications on Commission’s approach to determine whether to pursue cases of exclusionary conduct as a matter of priority.

Sanctions
Council Decision (CFSP) 2023/726 of 31 March 2023 amending certain Council Decisions concerning restrictive measures in order to insert provisions on a humanitarian exemption.

As a result of the humanitarian exemption, certain categories of humanitarian actors, including UN programmes and non-governmental organisation participating in UN humanitarian response plans, can engage in transactions with listed individuals and entities without any prior authorisation, if the purpose is to deliver humanitarian assistance or to support other activities that support basic human needs.
